When must you report the results of the USAID Poverty Assessment Tools? When should you implement the PAT?Beginning in FY 2008, implementing partners will be required to apply the Poverty Assessment Tools by the end of the Fiscal Year in which the funds were received – that is, by the end of September – and to include the results in their regular reporting to MRR. In FY 2007 ONLY, poverty assessments completed by the end of December 2007 and reported to MRR will be accepted as representative of the poverty status of the partner’s clients in FY 2007. Will this survey replace existing MRR reporting requirements? The results of the poverty assessment survey will be incorporated into the existing MRR questionnaire, and any questions regarding the reporting of results should be directed to MRR at mrr@mrreporting.org. Currently, the section of the MRR questionnaire on client poverty status uses loan size as a proxy to determine client’s poverty levels. The new legislation requires that USAID develop and certify tools that can replace the loan size proxy (or “poverty loan” proxy) to assess clients’ poverty level. Other sections of the MRR questionnaire will remain unchanged. Currently we plan for the MRR questionnaire to contain a link that reporting organizations should use to submit their completed Epi Info databases.
